I have never considered this before, but what happens when someone wins the lottery but they are not from that particular country? Are they still allowed to claim the money?

I think lotteries are mostly for anyone as long as you're over 18. That's fine print that I've never actually thought about till now and I guess it's worth looking into.

This was ten years ago, so things might have changed but I met someone from the UK who made a smallish win (a few thousand) on a US lottery. The IRS took a chunk of the winnings, but they still got to take home the rest. Unless the lottery rules specifically ban people from an area from playing, I think overseas residents can take their winnings home.
