General Why is legalization such a big deal?

I read somewhere that Pennsylvania recently became the fourth state to legalize gambling, following in the footsteps of Nevada, New Jersey and Delaware. The traditional casino games like blackjack and poker were legalized here in 2010. Considering that gambling must have been introduced in the US a long time ago, why legislation been kind of lackluster?

For some reason gambling has taken a bad rap! I know in my state the legalization of gambling has brought in more jobs and boosted the economy of our state. When the casinos started going up in my city the jobs it brought greatly helped out our community. The tax revenue it brought in helped out schools and our children. There are those that complain about them but overall I think most of the people here are glad for it.

I agree with you @SjOnFire that gambling has played its part in growing the economy but it has taken quite a long time for legislation to occur for a long time. Could we say that it was a matter of perception and do we expect legalization in all states sooner than later?

What used to be a moral and ethical issue has quickly turned into an economical issue. Same with marijuana really. We are all starting to see how petty our misconceptions have been on both counts.
