Do casinos allow players to keep track of the previous numbers with pen and paper or some other way to keep track or is that a no-no?

Of course they do. They will even supply the pen and paper for you because they know it's not going to help you in the least bit. At least that's what I think.

You'll get a win/loss sheet you can record numbers while you're playing, but I suspect some casinos will ban this by non-players in case they use long-term observation over many nights (or a phone app) to detect bias in the wheel. There are a lot of apps to do number-tracking in online roulette games, so it is something many people are interested in.

If you track a few thousand spins, fewer if you can also track the spin speed, patterns may start to emerge with a biased wheel favouring certain numbers. There are entire programs to track this you can get on your phone, which is why casinos are bit wary about it. If the bias is prounounced enough it can eliminate the house edge, which is the method Joseph Jagger used for his huge win.
